Douglas City Council says the proposed Lord Street development would provide much-needed city-centre housing for the capital.

A planning officer’s report, which recommended refusal of the plans due to a lack of affordable housing and public open space, was rejected by the committee, but only on the casting vote of Chairman, Rob Callister.
